Discussions with the teenage prisoners at the Child Correction Center have been planned. On Wednesday, the young prisoners who had been protesting since Tuesday night would be prepared for discussions as a result of a request from media and humanrights advocates.
The young prisoners
have retained the need that the police remain in place for talks. Hiralal
Regmi, the Chief District Officer (CDO) of Parsa, Komal Vikram Shah, the Chief
of the Birgunj Child Welfare Center, Savitri Bhandari, as well as journalists
and human rights advocates, are all present inside the Child Correction Center.
Journalist Amit Sah,
who has been briefed about the situation, stated that the young prisoners have
organized a five-person delegation to engage in the conversations from their
point of view.
Sah says that the team,
which consists of the CDO, SP, human rights advocates, and media, is inside the
Child Correction Center getting ready for talks.
18 teenage prisoners
were transferred from the Bhaktapur Child Correction Center three weeks ago, and
ever since, they have been protesting inside. Around eight o'clock on Tuesday
night, an argument started after fights between them. There was a serious
situation as a result of the clashes. Later, the situation was under control.
According to the District
Police Office Parsa, 11 of the children who were involved in the conflict at
the Child Correction Center violently assaulted five police officers.
According to the
leaders, Bhaktapur is Center to the majority of the attackers. According to SP
Kumar Vikram Thapa, 10 of them are minor prisoners who were recently brought
from Bhaktapur and are being housed at the District Police Office.
The District Police
Office had stated that they had not even allowed the young inmates to enter the
building on Tuesday night for conversations. Although SP Thapa had stated that
things were partly back to normal inside, the young inmates continued to be
anxious.
SP Thapa claims that 18
teenage prisoners from Bhaktapur who were brought here protested. He stated,
"The situation is somewhat normal now than it was on Tuesday night, but
they are still agitated."
The child prisoners who
had come from Bhaktapur had protested by claiming they would not stay here,
according to Tikakrishna Kafla, the head of the Bhaktapur Child Correction Center.
The argument between them started at that point. They were transported to Birgunj
after Kafla also revealed that some of them had violently assaulted the
Bhaktapur police on Bhadra 4.
The Child Correction Center
currently houses 149 young criminals. Three weeks ago, 131 young inmates were
housed there, according to Center Chief Kafla. According to SP Thapa, the
agitating young inmates transported from Bhaktapur are primarily from the same
area. SP Thapa informed them that 10 of them were juvenile inmates who had
recently been transported from Bhaktapur. On Tuesday night, the irate prisoners
were brought to Narayani Hospital. According to SP Thapa, they were brought
back and kept at the District Police Office. Now, the District Police Office
will receive the child detainees who have been housed there.
Inmates who have been
protesting claim that the Child Correction Center does not provide good food,
overcharges for meals, and fines in the amount of Rs. 100 for calling Center,
jams many people into one room and lacks adequate restrooms. Additionally,
they have claimed that the head of the child correction Center has been
punishing them.
