After seven months of administrative turbulence, Jeetpursimara Sub-Metropolitan City in Bara has ushered in a new chapter with the appointment of Shanti Raj Prasai as the Chief Administrative Officer (CAO). This transition follows a protracted period marked by legal disputes and administrative standstills.
Approximately ten months ago, Urmila Kafle assumed the role of CAO in Jeetpursimara. However, efforts to transfer her began seven months into her tenure, leading to a series of legal battles. Despite multiple transfer orders, Kafle challenged these decisions in court, resulting in a complex standoff between municipal leadership and administrative authorities.
Mayor Rajan Paudel maintained a firm stance, insisting that no new CAO would assume office until the court resolved the pending cases. This unwavering position underscored the municipality's commitment to legal and administrative propriety.
The impasse reached a resolution when the court dismissed Kafle's petitions against her transfer, paving the way for her reassignment to the Commission of Investigation on Enforced Disappeared Persons. This development allowed the municipality to proceed with appointing a new CAO.
Shanti Raj Prasai's arrival was met with warmth and optimism. Mayor Paudel, Deputy Mayor Bhola Prasad Adhikari, ward chairpersons, and municipal staff extended a cordial welcome, symbolizing a collective hope for administrative stability and progress. Mayor Paudel greeted Prasai with a traditional 'khada' (ceremonial scarf) and presented him with a diary and pen, gestures reflecting the municipality's anticipation of a collaborative and productive partnership.
